Is there a way when a bit turns on that we can make a phone call and text message to be sent..Using Node-Red, or whatever you Guys can think off..

Most cell phone carriers accept text message via a special email address based on the phone number. Any PLC or C-more that can send email could do that (assuming you have Internet access, but maybe that's your issue?)
Actually, an increasing number of cell phone carriers no longer support text message via a special email address based on the phone number. Verizon has been terrible for years, and AT&T is about to stop. See this post for one possible solution:

Sometime ago it worked using your cell provider through a certain messaging but that doesn't work anymore ..so i figured Node-Red could work
