PAC Suite Ver 3.11.0.26 Bit of Word fails to recognize the tag or SysID

This is ALL of the MRE for this issue.

Any ideas? If I replace the CPD with a NOP, the issue goes away.

If I replace the NOP with the same CPD, the issue comes back.
