Hello, My name is Marlowe. To keep it simple, I would suggest taking a look at using a small DC motor in a piston type of arrangement.

Will a small 11.4v DC motor mounted directly to a 6 " OD sprocket have enough power to turn if it is raising 4lbs?

You'll need a minimum of 24 in-lbs of torque to handle that. I would say 30 would be a good figure. Does the motor have any specs besides the voltage you can post?

12 actually because of the 3 " radius, but I wouldn't add 20%, with such a tiny motor I'd at least double the calculated torque (so we 're back in pretty much the same range anyway!)
