Can Not Limit the torque in an indexing mode

We are using a Sure Servo 201 with the 2040 drive in the pr mode. We can move as expected, but we can not limit the torque. We have tried to limit it using 1.12, and setting up a DI as 109. Nothing has had an effect. Any ideas???
