LD not loading, or OUT not ouputting.

It's been a while since I did any sort of directsoft programming, but I thought I understood the basics. But I can't get a V register to load, then do some basic math, and output it to another register. I am using directsoft 4 programming software and I am using a DL 205 with a DL260 CPU. Any Help is appreciated. Thanks.

Possibilities:
1. The rung leading to the LD ... OUT is not true?
2. The rung is in a subroutine which isn't being called?
3. The rung is in a stage which isn't made true?
4. PLC isn't in RUN?
5. You are looking at a program offline?

Wow. It was the old. PLC not in run trick.
