When making changes to a program via ethernet, it seems I can only make 1 or 2 small changes at a time, otherwise I seem to get a locked up CPU.

If you are downloading a large program in PROGRAM mode, it will take a while (on the order of minutes). This is due to a "feature " in the CPU firmware that updates the entire flash memory for every PACKET of ladder program when downloaded in PROGRAM mode. So if you have a 5K program (out of 7680 words of memory in a 250), the packet size across the backplane is 128 bytes, you end up with 40 writes of all 7680 words from RAM to FLASH.

Give it a few minutes and see if it finishes.

Ooops - you stated 450 - I thought 250. I'm not sure of the behavior of the 450 because it supports different native storage types including a memory cartridge et. al.

Someone else may know the issues in the 450.

Please check the firmware version of the H4-ECOM that you are using and make sure that it is the latest. New firmware can be found at www.hosteng.com
