Plc won't enter run mode after removing 2nd ecom

As a security measure, we make all edits to the PLC code with DS4 on a laptop. An H2-ecom is installed only for the duration of the edits. There is an H2-ecom F permanently installed for the system network. After the latest editing session, the 260 CPU won't enter run mode when powered up after removing the H2-ecom. We are using A level (password=Axxxxxxxxx)password protection for the cpu.

Is I/O Config Check selected? If so, that would be why it is dropping from Run. An I/O card is missing (H2-ECOM).
