The pushbuttons on the LCD are not readable by the PLC. They are for the display to control how it sees and adjusts the values in the PLC. The LCD option was intended more as a maintenance interface to display errors and allow maintenance personnel to adjust the values in registers. If you had operators using this on a continuing basis, you would require them to open the control panel and possibly expose them to hazardous voltages. This not a good design idea and may violate several appropriate electrial codes such as NEC, OSHA and local safety policies. The true HMI's are able to be mounted to be externally accessable and you will be able to better control how the information is displayed and adjusted. You set the scaling and limits to protect the user from themselves. This can be what makes a machine a joy or a nightmare to use. An EzText panel or Optimate text panel would be your best option if user interaction is required. The software for both make the design much easier too.
