GS1-10P2 Motor will not go to zero speed

Have a GS1 running a .25hp motor, the frequency is set via the up down buttons on the drive, the drive behaves normally when increasing or decreasing speed except when the frequency is set to zero the motor still runs slowly. Shouldn't the motor stop when the frequency is set to 0. Any help is appreciated.

    Parameter P2.06 Min Frequency defaults to 1.5 hz. The lowest it can be set is 1.0 Hz. To stop the motor it is best to activate the stop function. An ac induction motor does not operate well at very low speeds. It's not a servo motor whose magnetic field exists in permanent magnets.

    And you lose the cooling effect, unless it's forced air. I don't like to take them any lower than say 20Hz.
