Can a click be used to monitor only water temps?

The click doesn't have any thermocouple I/O at this time, you might be better off looking at a DL05/06 with a TC card.

I think you can do 12 points with a DL06 (haven't looked to see if the DL06 bus can power three of them)
DL05 is limited to 4 (only one slot)

One option if you only need to monitor one or two thermocouples could be to use a SOLO temperature controler as an interface and use one of the CLICKs with RS485 to retrive the PV from the SOLO via modbus. A SOLO costs around $100 and the F0-04THM $201, if you need all four chanels of a F0-04THM then it would probably be more cost effective (supposing you already have DirectSoft or your progect doesn't need more than a hundred instructions) but for one channel not so much.
Another option for "water temps " (assumning liqid water at anything like normal pressure) would be to use one of the TTD series of temperature transmiters conected to the 4-20mA input(s) of an analog CLICK, the price would be similar to a SOLO but programing would be eaiser.

I am looking at using temp transmitters rather than thermocouples. AD has some that are cose effective with 4-20ma out. The click has a CPU with analog in options. I only need two channels so that should work ok.
