Please make the Documentation Editor a detachable window or a tab on the left side of the window. I would like to view/edit both the program/task and element documentation concurrently.

Agreed. We hope to make that available in the next release.
In the mean time, I am not sure if this will be helpful for you, but there are alternative mechanisms for editing element documentation...
1. Hit F9 key (once or possibly twice) from within an instruction editor or within the Ladder View itself, and this will bring up the Element Browser dialog, which will let you create/edit element documentation on any entered element (the current element under the cursor will be the default element).
2. If you are the type that likes to document "as you go ", type the desired new Nickname text in the parameter field (not the desired element, e.g. LS_ABC123, not X42). Even though the field and instruction will show a red bulb, still hit the ENTER key to enter the instruction with these "unknown " elements/nicknames, you will be prompted to Create Nickname (see the attached screen shot).
As you can see in the screen shot of the Create Nickname dialog, you can do any of the following:
Assign to next unused element of any data-block (e.g. next unused C bit or X bit or V register or R register or TMR struct)
Assign to a Symbolic Constant
Assign to a specified element
Leave unassigned (and assign it later via the Tools->Assign Nickname dialog, i.e. symbolic programming)
