I'm having a problem where if I configure an EA9 panel to save log data to an SD card and insert an SD card into the panel, the entire user program is loaded onto the card. I want the user program to load onto the panel, but save log data to the card. I have tried loading the program to the panel and inserting the card when it's booting, and this works until a power failure, when it boots up with the "NO USER PROGRAM " error. Am I missing a configuration setting somewhere to force program loading and booting from the panel itself?

I can't speak for the EA9s, but the EA7s had this issue. If a card was present in CF1, it had to load the program from there, or else the operator had to do some other button pushing to get it to load from the panel. The work around on the EA7s was to add the optional 2nd CF card slot. The second slot was only for data logging.
I'll do a bit of studying on the EA9s to see what I can learn.

The behavior you are seeing is the way the EA9 work. If there is an SD card in the SD1 slot, the project is loaded to the SD card. If there is an SD Card in SD1, the panels looks there for the project on power up. So if you are logging to SD1 you have to live with the project also being on SD1.
We'd like to see the developers change this so that the user can choose where the project is stored.
One option if you are using a 12 or 15 inch model, you have the SD2 slot to log too instead of SD1.
Another option is to log to a USB drive.
A third option is to log to the SD1 as you are, but to retrieve the data, either FTP into the panel and copy the files or use the "SYS Copy LogtoUSB " tag with a pushbutton to copy the log files to a USB pen drive when you need to retrieve the data.

At first it seems silly to default-boot from your flash drive, but I 've actually found this pretty handy. For remote project updates you can FTP a new project file onto the flash drive (be certain it's correct type) and then the new program is used on next power-up. With flaky remote connections I 've found this to be quite valuable.
Also, can email a project to someone and have them stick it on the flash drive and cycle power.
Drawback is as you found - stick a blank flash drive in and "no program "

I certainly wouldn't mind if it were an option, but to have no way around it seems kind of silly. Of course, fighting all this instead of just buying a two dollar USB stick seems silly, too.
Oh, well. Maybe a feature for v6.2?

I always have a USB in there anyway for backup.
Log data to SD normally, the use "copy to USB " periodically on timed basis or before USB eject.
This way, if data on USB is lost (think: operator error, lost USB stick) there is always a backup.
