The Save Project as Protected file type is ".epp ". A protected project cannot be edited and can only be written to the panel.

You need an .eap file in order to see or edit it. The purpose of the .epp file is to protect the intellectual property of the originator. Whoever sent you the file needs to provide an .eap file instead.
