Is it permissible to use the same development hard key for several projects (using the same PC) and then deploy each one on a separate PC with its own run time key? I cannot create a new project with my development key inserted. If I remove the key I can indeed create a new project.

Yes it is permissible to create multiple projects with one development key. Do you have a single key with RT and Dev or do you have two keys one with RT and one with Dev?
If you have two keys they cannot be plugged into the same computer at the same time. It will detect one or the other, but one of them will not work. The Dev has the option of a limited runtime for testing during development so that should be the primary key to use when developing and testing. Once a project is complete you can switch the key to the RT.

I have a separate development key that I keep in my office PC. We then buy a RT package for each project we deploy.
Given all that, I don't understand why I can't create a new project on my office PC (Windows-7 pro 64 bit fully updated) while the development key is inserted. I have to remove the key, start POV in evaluation mode, create the project, shut POV down, reinsert the key and restart POV. Now I can navigate to and work on the new project.

When you have the development key plugged in and start the sw what does it say at the bottom of the POV window to the left of the tag count? If it says Engineering you should be able to create a project. If it is not finding the key you may need to check UAC settings and try to update the drivers for the key.
I also see that there could be a problem that will be fixed in the next patch.
Indusoft has identified and fixed an issue with the Hardkey conflicting with other applications, such as Codesys and Rockwell Studio5000.
The fix will be available on our next release, which will be the Patch 5 for POV and this should be out in the next couple of weeks.

The status line does indeed say "Engineering Only ". I'll hold out for the next patch.
Thanks
