What is the best/easiest way to copy a screen from one Cmore project to another?

Use the Screen Library. Tool -> Screen Library.
Pull the screens you want to copy from the main list on the left to the bottom right box. It will prompt you to save the tags for convert them to internal.

When running the C-More software with an open project, from the "Tool " menu, select "Screen Library ".
When you do that, you get a list of all the screens in your project. To move a screen to your library, click on any screen in the list and drag to the lower right box. You can define where you want the library to be. You are also given the choice of maintaining the existnig PLC addresses for all tags on the screen on converting them to internal tags.

How do you get the screen from the library into a new project? Nothing I have tried works.

Drag it from the lower right pane back into the left hand pane in the Screen Library tool.
