email or text during alarm condition

I am putting together a system and want to be able to either send a text message to a cell phone or send an email to a service and have them forward it as a text message. The hardware the system will have is a 250-1 cpu, and ecom module, a 12 " c-more screen, and the customers server with a constant internet connection. What is the best way to tackle this task?

Do you have a phone line avalable to the PLC?

If it's an ECOM100, you can send an email.

I believe that they do not have a regular phone line.
