F4-CP128-1 ignoring jumpers

I have a F4-CP128-1 Basic Co-processor that seems to be ignoring the jumper settings to change from RS-232 to RS-485. With the jumpers in the 485 position it still is putting out only the 232 signal. Has anyone seen this behavior before and know of a fix? I have tried the reset jumper which seems to do a reset but the port setting jumpers still do not work.
